Web Development for an E-Learning Site

Our client has transferred about 2/3 of their Chicago IT operations to La Crosse. They are in the process of staffing and developing their IT operations. The environment changes quickly because there are 7-9 platforms to be supported. They are supporting Biz to Biz, Biz to Consumer and International applications.
They are looking to build the best applications possible and would like a Developer with Usability as the top priority because they are an e-learning purchasing and operations company. Candidates should be comfortable working with multiple lines because their insurance applications vary from state to state, depending on regulations for that particular state. They want to keep all developmental people in house and on site and not send these functions off-shore.
These are contract to hire or direct hire positions. We have a contract with a six month conversion. There are about a total 50 people in IT in La Crosse.
Here is the description:
Sr. Web Developer:
The ideal candidate will have the technical, project management, and experience to lead a MySQL/PHP development team that creates and maintains robust eLearning and eBusiness solutions. Requires an Associates or Bachelors degree and 5 years of related experience, or equivalent. Our desired skill set includes PHP, MySQL, HTML, CSS, JavaScript, management experience, and QA. A willingness to transition into PHP/MySQL, based on similar experiences in other development environments will be considered. Other preferred skills include Flash, Flex, and Zend Framework experience. Familiarity with eCommerce and eLearning are a plus.
